The app needs bluetooth, location (GPS) and camera (optional) permissions to function correctly. Combining Bluetooth and GPS enables the app’s contact tracing functionalities. The app is also designed by the government to monitor people who have been ordered to follow quarantine or to self-isolate. It uses GPS data during this period to ensure that the user is sheltering in place at their confirmed location of quarantine. GPS data is also used for the nearby cases feature of the app, where users can view the number of COVID19 cases by status within a given radius of their current location. 

Bluetooth and location are required to activate the app’s core contact tracing functionality. GPS is only used when the user needs to self-quarantine or when they access the “Nearby cases” feature. 

Camera permissions are optional and only accessible for security personnel using the app to scan QR codes. In the standard use of the app, camera permission is not required.

The app needs the following information: 

  • mobile phone number (the user verifies the entered phone number by an OTP code sent to the device by SMS) 

The app is designed to detect if the user is a newly arrived traveller in Togo. The mobile number is verified against the national database of incoming travellers to confirm this (Travellers register before arrival in Togo at https://voyage.gouv.tg). 

If the number entered is found on the database, the user must enter additional information to verify their identity and activate the app using a local number. These are: 

  • Name (First name and surname)
  • Passport number 

This verification process is done only once during the onboarding process and data is not stored by the app. 

You may decide to provide additional information if you use the self-assessment feature which asks a series of questions to give you relevant advice on what to do about your situation, it also shows you if you may be at high risk of infection. The feature asks you to enter: 

  • Name (Does not have to be a real name)
  • Age
  • Gender

This data is only stored on the device, but you can use the upload button on the TOGO SAFE home screen to upload them to a secure government database which helps with monitoring the evolution of the pandemic in Togo.

For your reference, you can also decide to fill in the extra information section in the settings of the app. In addition to the above listed, you can indicate: 

  • Secondary mobile no. 
  • Professional details
  • Number of occupants in their household

Location data is used in specific cases: 1) for a user who has been ordered by national health authorities to self-isolate, GPS is used to ensure that you are sheltering in place at your confirmed location of quarantine. 2) location data is also used when you access the “nearby cases” feature of the app. It allows you to view the number of COVID19 cases by status within a given radius of your current location.

All data gathered from the TOGO SAFE app is encrypted and stored on secure government servers under the supervision of the Togolese Ministry of Posts, Digital Economy and Technological Innovation. 

Access to data collected by the app is strictly controlled and restricted to authorized government personnel in charge of the Togo’s national COVID-19 response e.g within the national health service like contact tracers.

Data is never shared with other third party institutions.

The app is designed to be used in the Togolese Republic.

TOGO SAFE is part of the Togolese Government’s effort to break the spread of COVID-19 in the country. It is a public health and contact tracing tool developed by the Ministry of Posts, Digital Economy and Technological Innovation of Togo under the auspices of the National COVID-19 Crisis Management Committee and the Ministry of Health. 

TOGO SAFE is voluntary for residents in Togo who have not recently arrived from abroad.

However, from July 2020, it is mandatory for all inbound travellers to install the app on arrival in Togo and keep it installed for a minimum duration of 30 days during their stay in Togo. This is a way for the Government to ensure that they comply with the obligation to self-quarantine while awaiting test results during the first 14 days of stay in Togo. It affords travellers the convenience and comfort of self-isolation at home, especially if they are asymptomatic at arrival. 

If you are not a traveller, you are still strongly encouraged to install TOGO SAFE because the more people have the app, the more effective it is against coronavirus.

If you are an inbound traveller, failure to comply with the obligation to install the app leaves Government authorities with no choice but place you under strict quarantine in a government-provided containment facility at your own expense. You must spend at least 14 days in quarantine as soon as you arrive in the country, or, in case you test positive, till you recover completely.

Ideally, you should keep TOGO SAFE installed for as long as the pandemic lasts. But if you just arrived in Togo, the minimum requirement is 30 days, or for your entire stay if you are in Togo for less than 30 days. This way you protect yourself and help save lives. 

TOGO SAFE is available for Android smartphones and iPhone. TOGO SAFE can be downloaded on the respective app stores of these platforms.

For Android, the app is available as a free download on the Huawei AppGallery and on Google Play.

For iPhone, the app is available as a free download on the App Store.

The interface of the app can be set to either French or English.
